Nueva estrategia “drástica reducción” del arsenal nuclear estadounidense
Washington. (AGENCIAS)- El presidente de Estados Unidos, Barack Obama, ultima los detalles de una nueva estrategia nuclear que podría incluir la reducción del arsenal nacional en “miles de armas”, según informa hoy el diario The New York Times. La nueva estrategia, que podría revertir algunas iniciativas del gobierno anterior, de George W. Bush, está siendo discutida en la Casa Blanca. Se trata de la primera actualización de la estrategia nuclear estadounidense desde 2002.
El secretario de Defensa, Robert Gates, y un grupo de asesores presentarán hoy varias opciones al presidente Obama sobre algunos puntos que no están resueltos, según altos funcionarios citados por el diario. Una de ellas es determinar las circunstancias en las que Estados Unidos podría utilizar armas nucleares, que han sido consideradas un elemento disuasorio desde la Guerra Fría. El Gobierno ha rechazado las propuestas para que Estados Unidos declare que jamás será el primero en usar armas nucleares.
La decisión de reducir el arsenal nuclear va en la línea del discurso que pronunció Obama el 5 de abril de 2009 en Praga , en el que abogó por eliminar en un futuro los arsenales nucleares. “La existencia de miles de armas nucleares es el legado más peligroso de la Guerra Fría”, argumentó el presidente estadounidense.
En el eje de la nueva estrategia, adelanta el diario, hay un enfoque renovado en el control de armamentos y los acuerdos de no proliferación. Esto incluye un esfuerzo para la aprobación el Tratado para la Prohibición de Pruebas Nucleares (Comprehensive Nuclear Test Ban Treaty), que el Gobierno de Bill Clinton no pudo sacar adelante y que ahora todavía afronta grandes obstáculos para ser ratificado en el Senado.También incorpora revisiones del Tratado de No Proliferación Nuclear, con objeto de cerrar lagunas que los críticos dicen que han sido explotadas por Irán y Corea del Norte.
